New Rules in Europe for Holiday Packages – What Changes for Cancellations, Refunds, and Travelers’ Rights

The European Union is changing the landscape of organized travel, introducing a new framework that strengthens refunds, cost-free cancellations, and mandatory traveler information. Travelers in the EU will have more rights regarding the cancellation of organized holidays and the return of their money.

Member States and the European Parliament have reached an agreement to update the legislation governing holiday packages. At the core of the new directive is enhanced consumer protection, especially in cases of crises affecting travel.

As stipulated, when a traveler is forced to cancel their trip due to exceptional and unavoidable circumstances, they will no longer face cancellation fees. “Force majeure” will be assessed on a case-by-case basis, providing both flexibility and protection against unforeseen events.

Refunds within 14 Days – Vouchers Only with Customer Consent
The framework also tightens tour operator obligations. When a cancellation is made by the organizer, the refund to the customer must be completed within 14 days. While vouchers remain a permissible option, travelers now have the right to refuse them and choose an immediate cash refund. In addition, the value of the voucher must fully match the amount the customer would have received in cash.

Mandatory and Detailed Pre-Travel Information
Greater emphasis is now placed on transparency. Travelers must receive clear information on all available payment methods, passport and visa requirements, cancellation charges, and accessibility details for people with reduced mobility. This provision enhances safety before booking and reduces “gray areas” that often led to disputes.

Timeline of the New Directive
The European Commission had proposed revising the rules as early as late 2023. The current agreement must be officially approved by the European Parliament and the Council, after which Member States will have 28 months to incorporate it into their national legislation. Once fully implemented, it is expected to create a safer, more transparent, and flexible travel environment for millions of Europeans.

The new framework reflects the need for strengthened protection following the pandemic and successive disruptions in the international travel chain. With clearer rules for cancellations, refunds, and information, travelers gain stronger rights and greater confidence when booking organized holiday packages.
