Greece records 2.27 billion euros primary surplus in 2015

Greece recorded a primary budget surplus of 2.270 billion euros in 2015, up from a surplus of 1.872 billion euros in 2014 but down from a revised budget target for a surplus of 3.257 billion, the Greek Finance ministry announced.

The state budget, in a revised cash basis, reported a deficit of 3.530 billion euros in 2015, from a shortfall of 3.697 billion in 2014 and a revised budget target for a deficit of 2.573 billion.

Net revenue amounted to 51.421 billion euros, down 3.1 pct from targets, reflecting non-collected revenue from the Eurosystem (ANFAs and SMPs worth 3.591 billion euros).

Regular budget revenue totaled 46.589 billion euros, down 4.2 pct from targets in 2015.

Income tax revenue by individuals surpassed targets by 2.5 pct, special category income tax was up 6.1 pct from targets, property taxes surpassed targets by 10.9 pct, VAT revenue was up 1.2 pct, other transaction taxes jumped 25 pct, special energy consumption taxes were up 0.8 pct, registration charges grew 3.1 pct and non-tax revenue surpassed targets by 9.9 pct in 2015.

Corporate taxes and returns

On the other hand, corporate taxes fell short of targets by 0.5 pct, tobacco VAT revenue was down 3.7 pct from targets and other consumption tax revenues dropped 17.6 pct.

Tax returns totaled 2.922 billion euros, down 448 million from budget targets. Public Investment Programme revenue amounted to 4.832 billion euros, up 360 million from targets.

In December, state budget net revenue was 6.485 billion euros, regular budget revenue amounted to 5.558 billion and Public Investment Programme revenue was 927 million euros. Tax returns totaled 337 million euros in the last month of 2015.

State budget spending totaled 54.951 billion euros, down 713 million from targets, while regular budget spending fell short of targets by 719 million to 48.545 billion euros. Public Investment Programme spending was 6.406 billion euros.

In December, state budget spending totaled 8.770 billion euros, regular budget spending was 6.060 billion and Public Investment Programme spending totaled 2.710 billion euros.
