The Hellenic Navy General Staff (HND) announced a tender to select a contractor for the concession contract of personnel service operations at the Navy Officers Resort. The tender concerns two distinct operation sections: Section 1, which includes the Akti Confectionery and the Pizzeria, and Section 2, which covers the Central Bar and the Beach Bar. The services provided are intended to meet the needs of visitors, bathers, and resort personnel. The deadline for submitting offers is set for January 23 at 13:00.
Customer service will operate on a self-service basis, with the concessionaire required to provide all necessary personnel and materials for smooth operation, except for the Beach Bar, where the contractor must supply products at the beach through an order-taking and delivery system. Operating hours are as follows: Central Bar from 08:00 to 00:00, Beach Bar from 10:00 to 18:00, Akti Confectionery from 10:00 to 00:00, and Pizzeria from 12:30 to 00:00. Maximum desired waiting times are set at 10 minutes for the Central Bar, 20 minutes for the Beach Bar, 10 minutes for the Akti Confectionery, and 20 minutes for the Pizzeria.
If the stipulated waiting times are not met, resulting in customer service delays due to insufficient staff, fines will be imposed: 1,000 for the first violation, 2,000 for the second, and 3,000 for the third. Failure of the concessionaire to comply with instructions from the responsible authorities or the Contract Performance Control Committee will result in termination of the contract and forfeiture of the performance guarantee in favor of the Navy Mutual Fund.
The basic products and fixed-price items offered by the operations, as well as their selling prices, will be specified in tables of the contract and remain fixed throughout its duration. The concessionaire may offer additional items, provided they meet the required specifications and are approved by the Service, without these prices affecting the award decision.
In addition to the annual rent payment, the concessionaire is required to pay bimonthly rent for rooms provided to personnel, corresponding to 50% of the daily guest rate, which for 2026 is 10, i.e., 5 per day. Charges are applied monthly, calculated for a 30-day month, totaling 150, provided the room is reserved for at least 15 days per month.
The lease will be executed for a minimum total rent of 28,000 per year per operation section, with the annual rent being a net and fixed amount for all contract years without deductions or additional charges. If the option for an additional year is exercised, the total rent for three years will amount to a minimum of 84,000 per section. The contract duration is two years from signing, with the Service holding the exclusive option for an additional year. The award will be made separately for each operation section, based on the most economically advantageous offer determined by the highest proposed annual rent, with a minimum set at 28,000.
