- The green light for the implementation of Project VORIA, the strategic investment of €300 million by North Star Entertainment, is signaled by the final and irrevocable verdict of the Council of State, which, with its 5th Division 810/2025 decision, rejected an application for annulment filed against Presidential Decree 36/2023, on Urban and Spatial Planning issues. With this development, in essence, the way is opened for the creation of a modern entertainment and hospitality hub in Maroussi, which will become a reference point on the global tourist map.
It is recalled that the relevant Presidential Decree determines, among other things, land uses and building conditions in the Delaveri area of ??Amarousi, where the area where the historic Mont Parnes is to be relocated and the VORIA Project is to be implemented is located.
The new multi-purpose complex of Project VORIA constitutes the largest strategic investment in the northern suburbs of Attica in decades. Its facilities include top-notch conference infrastructure, a luxurious five-star hotel, a multitude of entertainment and dining options, and a casino, strengthening the tourist product and business activity of Athens.
The architectural design of the complex ensures harmonious integration into the environment and incorporates sustainable technologies that reduce the environmental footprint. It includes over
17 acres of greenery, while it is noted that 25 of the total 50 acres of the plot
are granted to the Municipality of Maroussi for public use.
Significant traffic interventions, financed by the investment entity, will
significantly improve the flow of traffic on the adjacent avenues and roads for the benefit of
residents and passing drivers. At the same time, the project will complete the urban planning
of the area, increasing the value of real estate and creating 1,000 new jobs.
Furthermore, North Star Entertainment, respecting the local community, is committed to ensuring that the new complex does not
include shopping centers, and that the project will support the local market, and the overall development
of Maroussi.
