Ministry of Tourism: Letters to Airbnb hosts about upcoming changes

The Ministry of Tourism has already begun sending letters to property owners and managers who have active Property Registration Numbers (PRNs) in the AADE Short-Term Rental Registry, calling on them to comply with the new specifications that come into effect from October 1, 2025.

The new requirements concern all those active in short-term rentals and aim to ensure the safety of visitors, the quality of the services provided, and to ensure tax compliance.

The main obligations of owners

Among other things, the properties must:

be main use areas with natural lighting, ventilation and air conditioning,
have civil liability insurance,
have a declaration from an electrician installer, fire extinguishers, smoke detectors, leakage relays and escape signs,
have a certificate of mycosis and disinfestation, a first aid kit and a guide with emergency telephone numbers.
Inspections and sanctions
The owners will be informed by e-mail at least ten days before each on-site inspection, which will be carried out by teams of the Ministry of Tourism or mixed teams with the AADE. In these cases, a simultaneous tax inspection is also foreseen.

Failure to comply with the specifications or obstructing the inspection will result in a fine of 5,000 euros. If the violation is repeated within a year, the fine is doubled and can reach up to four times in case of multiple violations.

Aim to upgrade the industry
With the new regulations, the Ministry aims to create a safer and higher quality framework for short-term rentals, which will ensure both travelers and healthy competition with hotel businesses.
