By Joint Ministerial Decision (JMD), the ban on new short-term rental accommodations in the first, second and third municipal districts of the Municipality of Athens is extended until December 2026.
As a result, no new properties may be registered for short-term rental in these areas, in order to address housing issues, while heavy fines are imposed on the owner, possessor, usufructuary, sub-lessor or third-party manager who proceeds with the short-term rental of a property in violation of the regulation.
Specifically, from 1 January 2025 until 31 December 2026, the first-time registration of properties in the Short-Term Stay Registry is explicitly prohibited for those who own residences in the three central districts of Athens, with a strict sanctions framework for offenders.
According to the JMD, for the first confirmed violation, a financial penalty is imposed equal to 50% of the income earned from short-term rentals from 1 January 2025 until the time of inspection, with a minimum amount of 20,000.
If, after the imposition of this fine, a second violation is confirmed within the same tax year, an even stricter penalty is provided: a fine equal to the total rental income collected from the previous inspection until the new one, with a minimum amount of 40,000.
The fine constitutes public revenue and is imposed and collected by the Independent Authority for Public Revenue.
