POX intervention for problems in the environmental licensing of hotels

The regulation of the problems that arise with the granting of entry-exit permits by municipalities to hotel units that face unrecognized streets, resulting in the suspension of the issuance or renewal of the Environmental Terms Approval Decision (AEPO), is requested by the Panhellenic Federation of Hoteliers (POX) in a letter to the Minister of Environment and Energy, Stavros Papastavrou.

This situation, the Federation points out, results in the non-issuance of the entry-exit permit, making the process of issuing/renewing the Environmental Conditions Permit impossible, even for existing and legally operating hotel units.

“Dear Minister,

For the issuance of a Decision to Approve Environmental Conditions (AEPO), both in cases of new and existing hotel units located on fields outside the plan, among the supporting documents required is the entry-exit permit (for fields facing a rural road) or traffic connection, in cases where the field faces a national – provincial – municipal road.

Following the issuance of the recent decisions of the Council of State, which deem it necessary for pitches to face streets recognized by the Official Gazette, significant problems have arisen regarding the granting of the above administrative approvals. Specifically, the technical services of the relevant Municipalities, which are materially responsible for their issuance, refuse to grant them, citing as a necessary condition that the pitch on which the hotel unit has been erected must face a street recognized by the Official Gazette.

This requirement results in the non-issuance of the entry-exit permit and, by extension, makes the procedure for issuing/renewing the AEPO impossible, even for existing and legally operating hotel units. For these reasons, we propose that the submission of the relevant approval be not required as a condition for the issuance or renewal of the AEPO, in the cases of existing hotel units.
