Alexandrou Chora | The Project That Aims to Redefine Strategic Investments

A new, multifaceted investment is set to transform Ofrynio Beach in Kavala (also known as Costa Ofrynio) into a model international destination for tourism and culture. The ambitious project, Alexandrou Chora, by the Kourtidis Group, is currently in the process of being included in Greece’s Strategic Investments framework under Law 4864/2021.

First Phase Under Public Consultation
Enterprise Greece has announced the submission of the application for the inclusion of the first phase of the project, titled:
“Tourism Development Plan for Seniors – Alexandrou Chora – at Ofrynio Beach, Kavala.”
This phase is now under public consultation until July 27, 2025.

The application, submitted by Kourtidis Nikolaos S.A. (Alexandrou Chora S.A.), concerns a mixed-use tourism development with a total budget of €41.7 million, covering an area of 123,927 sq.m., and expected to create 75 new jobs.

The development will span two zones:

Zone A – Holiday/Tourist Village (building coefficient 0.2)

Zone B – Tourism & Leisure (building coefficient 0.07–0.1)

The design includes:

100 tourist residences

A boutique hotel

A Cultural Center with exhibition halls, a library, and community spaces

A wellness spa, restaurant, sports and cultural facilities, and a multi-functional farm

The proposal also requests benefits such as fast-track permitting, zoning incentives, and support for related infrastructure works.

“A Historic Bet” – Broader Vision for Development
The first phase is just the beginning of a larger vision. According to the Kourtidis Group, Alexandrou Chora is described as a “historic bet”, covering a total area of 175,000 sq.m., with three distinct sections, designed by renowned Greek architect Kostas Poulopoulos, known for major projects in Denmark, Germany, and Central Europe.

1. Alexandrou Chora Resort & Wellness
Two luxury hotel complexes

Combined capacity of 300+ beds

Specialized in wellness, therapeutic relaxation, and rejuvenation

Designed for senior living, with a focus on comfort, accessibility, and care

2. Alexandrou Chora Village
Built on 26,000 sq.m., this model settlement will include 280 luxury homes

Complete with plazas, parks, shops, medical infrastructure, and playgrounds

Residents will have access to hotel services, merging tourism, wellness, and independent living

3. Alexander Theme Park
A unique attraction celebrating the legacy of Alexander the Great

Spread over 40,000 sq.m., with an 1,800 sq.m. indoor space and themed outdoor areas

Includes sports facilities and visitor parking

Designed by Dream Workers, with historical input from prominent Greek scholars

Expected to draw over 70,000 students annually, alongside families, excursionists, and international tourists

When fully realized, Alexandrou Chora aims to position Eastern Macedonia and Thrace as a major hub for thematic tourism, cultural experiences, and high-standard residential tourism. The project emphasizes architectural elegance, sustainable development, innovation in tourism, and multifunctionality.

It caters not only to tourists but also to active seniors seeking quality of life in a supportive and culturally rich environment.

Next Steps
The request for inclusion in the Strategic Investments framework signals the Kourtidis Group’s intent to accelerate project development by leveraging new investment facilitation tools. If approved, the first phase will benefit from fast-track licensing, favorable zoning, and infrastructure support.

Alexandrou Chora is poised to become not just a flagship tourism destination, but a model for sustainable, culturally sensitive development, combining quality, community, and strategic vision.
