The State Real Estate Company (ETAD), a subsidiary of the Superfund, invites investors and other interested parties to submit non-binding proposals for the “Xenia Igoumenitsa”, as it intends to proceed with the development of the property through an Open Bidding Competition.
ETAD’s goal is to attract innovative and detailed proposals for the upgrade and qualitative development of a historic property, opening a dialogue on the development, modernization and operation plan of “Xenia Igoumenitsa”, so that these can be assessed and taken into account during the preparation stage of the tender process that will follow.
Through the development, the aim is to substantially upgrade the existing infrastructure of the property and transform it into a new, modern, pole of quality tourist development for the entire region, with emphasis on its unique characteristics.
The property is located on a plot of land with an area of ??28,600 sq m, with a total existing building of 7,100 sq m, with a building factor of 1.68. The remaining coverage amounts to approximately 12,000 sq m, while the remaining building amounts to approximately 40,900 sq m, taking into account in the study the limitation to a maximum height of 8.50 m (2 floors are allowed) and the urban planning commitments.
With the establishment of the TEI of Epirus (now the University of Ioannina) in Igoumenitsa, the property was granted for use for 30 years, with the concession expiring in July 2027. The strategy of ETAD until the concession is completed focuses on preparing for the optimal way of its utilization, in order to highlight its uniqueness and importance for the city and the wider region of Thesprotia, as well as the region of Epirus.
Proposals from interested parties should be submitted by March 31, 2026.

“Xenia Igoumenitsa” is part of the XENIA hotel network, a pioneering project of public tourism policy, which redefined Greek hospitality in the mid-20th century. The property was built in 1959 by the architect A. Konstantinidis in the northern coastal part of the city, with direct access to the Port of Igoumenitsa and later the Egnatia Odos.
The tourist facilities of “Xenia Igoumenitsa” are a representative example of Greek post-war modernism and in 2008 were classified by the Ministry of Culture (YPPO) as protected monuments of modern architectural heritage (with the exception of the use of the gas station).
