T. Theodorikakos: Special Development Law Regime for Social Entrepreneurship Coming

“The future of our country is closely linked to the participation of women both in business and in public life,” said Development Minister Takis Theodorikakos, speaking at the General Assembly of the National Chamber Network of Greek Women Entrepreneurs (EEDGE) at the Hellenic Naval Club.

Mr. Theodorikakos emphasized that Greece faces two parallel challenges: the productive transformation of the economy and the urgent demographic problem. “We need to become more productive, more export-oriented, and more competitive. These are the two main concepts I am trying to serve through the Development Law, with funding for investments in industry and manufacturing – especially in border areas – which provide far more stable, well-paid, and secure jobs,” he stressed. As he pointed out, the best security for our country “is productive investment that keeps Greeks in their land – at the borders and in the regions. If we lose this, we will face a major problem as a country.”

The Development Minister highlighted that in the first half of 2026, a separate regime of the Development Law for social entrepreneurship will be announced, aiming – as he said – “to particularly support women in the regions and revive jobs and professions at risk of disappearing, so that women can stay and create in their local communities.” At the same time, he referred to the new regime of the Development Law for modern technologies, aiming “to integrate artificial intelligence into the life of small and medium-sized enterprises.”

He then outlined the recent interventions of the Ministry of Development regarding the extension of the 3% cap on commercial leases and the completion of registration in OpenBusiness by the end of 2026. He also referred to the reform of the new Chamber Law, which – as he emphasized – will be created in collaboration with the chamber community: “This law must, to a large extent, be written by you, so that the new framework reflects the real needs of the market and entrepreneurship.”
