To travel from Thessaloniki in Greece to Istanbul in Turkey, the easiest and fastest way is by bus. There is no direct train connection anymore between these two countries.
A railway line handling passenger and freight transport between Thessaloniki and Istanbul in Turkey could potentially begin operations by 2019, experts said this week during the second meeting of the Joint Expert Group on Rail and Intermodal Transport.
The meeting held in Thessaloniki on Thursday, and chaired by Infrastructure and Transport ministry general secretary Thanos Bourdas and Turkish Railways president and director general Isa Apaydin, examined the possibility for cooperation between the two countries’ railway operators for business activities in other territories including the Western Balkans, the Middle East and North Africa.
The two sides agreed initially to carry out a study for the railway link as well as to prepare two memoranda of understanding set to be signed in February when a Greece-Turkey High Level Cooperation Meeting is scheduled to take place.
Τhe two sides also agreed on the need to consult with Bulgaria towards establishing synergies for a three-way co-operation in rail transport.
The 3rd meeting of the Joint Expert Group on Rail and Intermodal Transport is scheduled to take place in Turkey in the spring of 2018.
In early 2019, the operation of the Thessaloniki-Istanbul railway line for international passenger and freight rail transport could be achieved, as noted in Thessaloniki during the second meeting of the Joint Expert Group Greece-Turkey on Rail and Combined Transport Expert Group on Rail and Intermodal Transport.
To achieve the goal, it was agreed to take concrete actions such as the study of the technical characteristics of the connection of the two railway networks.
During the current second bilateral meeting – the first was held in Ankara in July 2016 – it was also noted that at the beginning of 2018 the two sides are expected to sign two Memoranda of Cooperation aimed at developing combined transport and joint actions in the an area of extrovertness.
It was also agreed to start preparing the texts for the Memoranda of Understanding to allow them to be signed by next February, so that the Greek-Turkish High Level Cooperation Meeting is scheduled to take place.
The two sides have also agreed on the need for the necessary consultations with Bulgaria so that the three countries can jointly consider co-operation and develop synergies on railway infrastructures to facilitate transport between them. The second meeting of the Joint Expert Group on the Greek side was headed by the Secretary General of the Ministry of Infrastructure and Transport, Thanos Bourdas and Turkish President and General Director of Turkish Railways (TCDD) Isa Apaydin.
The Joint Task Force also examined the possibilities for cooperation between the two countries’ railway operators to undertake business activities in third countries, such as the Western Balkans, the Middle East and North Africa (extroversion). The next meeting of the Joint Group will take place in Turkey in the spring of 2018.
Στις αρχές του 2019 θα μπορούσε να επιτευχθεί η λειτουργία του σιδηροδρομικού άξονα Θεσσαλονίκης-Κωνσταντινούπολης για διεθνείς επιβατικές και εμπορευματικές σιδηροδρομικές μεταφορές, όπως επισημάνθηκε, στη Θεσσαλονίκη, στη διάρκεια της δεύτερης συνάντησης της Κοινής Ομάδας Εμπειρογνωμόνων Ελλάδας – Τουρκίας για τις Σιδηροδρομικές και Συνδυασμένες Μεταφορές (Joint Expert Group on Rail and Intermodal Transport).
Για την επίτευξη του στόχου συμφωνήθηκε να αναληφθούν συγκεκριμένες δράσεις όπως π.χ. η μελέτη των τεχνικών χαρακτηριστικών της σύνδεσης των δύο σιδηροδρομικών δικτύων.
Στη διάρκεια της σημερινής δεύτερης διμερούς συνάντησης -η πρώτη είχε πραγματοποιηθεί τον Ιούλιο του 2016 στην ‘Αγκυρα- επισημάνθηκε ακόμη ότι στις αρχές του 2018 οι δύο πλευρές αναμένεται να προχωρήσουν στην υπογραφή δύο μνημονίων συνεργασίας, με στόχο την ανάπτυξη των συνδυασμένων μεταφορών και κοινών δράσεων στον τομέα της εξωστέφειας.
Συμφωνήθηκε, επίσης, να αρχίσει η προετοιμασία των κειμένων για τα μνημόνια συνεργασίας, ώστε να καταστεί δυνατή η υπογραφή τους μέχρι τον ερχόμενο Φεβρουάριο, οπότε προβλέπεται να λάβει χώρα η Συνάντηση Συνεργασίας Υψηλού Επιπέδου Ελλάδας – Τουρκίας.
Οι δύο πλευρές συμφώνησαν ακόμη ότι χρειάζεται να προχωρήσουν οι αναγκαίες συνεννοήσεις με την Βουλγαρία, ώστε από κοινού οι τρεις χώρες να εξετάσουν το ενδεχόμενο συνεργασιών και να αναπτύξουν συνέργειες σε θέματα σιδηροδρομικών υποδομών, που θα διευκολύνουν τις μεταξύ τους μεταφορές. Στη δεύτερη συνάντηση της Κοινής Ομάδας Εμπειρογνωμόνων από ελληνικής πλευράς επικεφαλής ήταν ο γενικός γραμματέας του υπουργείου Υποδομών και Μεταφορών, Θάνος Βούρδας και από τουρκικής πλευράς ο πρόεδρος και γενικός διευθυντής των Τουρκικών Σιδηροδρόμων (TCDD),΄Ισα Απαϊντίν (Isa Apaydin).
Η Κοινή Ομάδα εξέτασε, επίσης, τις δυνατότητες συνεργασίας των σιδηροδρομικών φορέων των δύο χωρών για ανάληψη επιχειρηματικών δράσεων σε τρίτες χώρες, όπως για παράδειγμα στα Δυτικά Βαλκάνια, στη Μέση Ανατολή και στην Βόρεια Αφρική (εξωστρέφεια). Η επόμενη συνάντηση της Κοινής Ομάδας θα γίνει στην Τουρκία, την άνοιξη του 2018.
