In a landmark event for ocean regeneration and coastal resilience, the Mayor of Athens, Haris Doukas, became the first Mayor to sign the Blue Cities Manifesto, officially joining Athens in the Blue Cities Alliance – a global initiative led by ocean advocate, Alexandra Cousteau, granddaughter of legendary ocean explorer Jacques-Yves Cousteau and co-founder of Oceans 2050.
The Mayor of Athens, Haris Doukas, said: “The sea has always shaped Athens—our history, our culture, and our identity. Today, as we face increasingly intense climate and environmental challenges, it is time to let the sea shape our future. By joining the Blue Cities Alliance, we commit to leading by example and demonstrating that environmental responsibility, business-friendly economic policy, and city pride can coexist.”
With Athens as the first city to join, the Alliance begins its global journey, inviting other progressive cities to sign up in the coming months, with a view to its official launch in the fall.
For her part, Alexandra Cousteau noted: “I am honored that the Mayor of Athens, Haris Doukas, and Athens are taking this first step by signing the Blue Cities Manifesto. This moment is not just symbolic—it is a message that cities can and must lead the way in restoring marine life and shaping a more resilient future for all. Today, 50% of life in the oceans has been lost. We must rebuild and protect them. We just have to do it differently than we have done before. We have to move from protecting the oceans to rebuilding life in them. This is a significant shift.”
At the heart of the Blue Cities vision is the belief that active citizen participation is essential for any meaningful city-level transformation. Ocean regeneration is not just about politics—it is about inspiring and empowering communities to help shape a more vibrant, resilient, and inclusive future. In each Blue City, the Alliance will work to foster local pride, strengthen cultural ties to the sea, and make citizen engagement a driver for lasting change.
To support this vision, the Alliance will provide cities with access to scientific expertise, policy tools, technological tools, and cross-sector partnerships that turn climate risk into opportunity. It will strengthen local initiatives, bridge innovation with practical solutions, and bring together mayors, businesses, scientists, NGOs, and citizens around a shared agenda—building healthier cities and oceans, together.
