The Municipality of Hersonissos has introduced a regulation prohibiting disruptive construction and earthworks during the tourist season, aiming to protect the health of both residents and visitors in one of Greece’s most popular coastal areas.
The coastal front of Hersonissos is a top tourist destination and plays a crucial role in the local economy, supporting employment, agriculture, livestock, entrepreneurship, and contributing significantly to Greece’s GDP.
Purpose of the Regulation
The main goal is to reduce disturbances caused by noise, gas emissions, and other pollutants related to construction activities such as excavations, demolitions, use of heavy machinery, and loading/unloading operations, which negatively affect quality of life and hygiene conditions.
These disturbances not only degrade the environment but also impact the well-being of locals and tourists, posing a risk to the sustainability of the area’s tourism offering.
What the Regulation Covers
The regulation clearly defines what constitutes “disruptive” work, including:
Use of heavy machinery (excavators, loaders, compressors, concrete mixers, etc.)
Drilling, demolitions, concrete pouring
Installation of prefabricated buildings, structural frameworks
Manual wall/floor digging, and transport of construction materials
Geographic Scope
The regulation applies within the coastal zone of the municipality, stretching from the sea to the North Road Axis of Crete (VOAK).
For outdoor works, a 200-meter exclusion zone from settlements and a 150-meter zone from tourist facilities or houses outside city plans is enforced.
For indoor works, the exclusion zone is 20 meters from the nearest building, regardless of its location.
High-impact activities like drilling and demolition are banned within 1,000 meters of settlements or tourist facilities.
Timing of the Ban
General ban: May 20 to October 10
Near hotels: April 1 to October 25
In traditional villages (Koutouloufari, Piskopiano, and Ano Hersonissos): April to end of October
These timeframes aim to preserve peace and the authentic atmosphere for both tourists and permanent residents.
Penalties for Violations
Strict fines are imposed:
€2,000 for outdoor violations
€1,000 for indoor violations
In traditional settlements or within 20 meters of hotels, fines triple:
€6,000 (outdoor)
€3,000 (indoor)
Repeat offenses incur increased penalties for the property owner or the responsible construction crew.
